Doral (Abril 13, 2022) Redacción Doral First Magazine. Con la presencia de algunos residentes de Doral, concejales y funcionarios de la administración local, se realizó la reunión en las oficinas de la alcaldía para alertar a los habitantes de la ciudad sobre la decisión que tomará hoy el condado de Miami-Dade sobre la renovación del contrato con la planta de reciclaje de basuras que genera malos olores en toda la ciudad desde hace más de una década.
La concejal y aspirante a la alcaldía de Doral Claudia Mariaca, hizo un dramático llamado para que los habitantes de la ciudad asistieran a las instalaciones del Concejo con el fin de presionar al condado a no renovar el contrato con la planta incineradora COVANTA, ubicada en terrenos de Doral y construida hace 37 años, encargada de procesar más de mil toneladas de desechos al año afectando la calidad del aire en la ciudad.
La reunión estuvo nutrida y previamente se advirtió que a pesar de las cartas que el alcalde Bermúdez ha cruzado con su similar de Miami-Dade, Daniela Levine Cava, el condado por medio de un comité especial y sin consultar con la ciudad y sus residentes, aprobará el 13 de Abril la resolución para que la planta permanezca en el mismo lugar y continúe operando.
LOS HECHOS.
Hay que conocer el problema para poder atacarlo. Son dos instalaciones las que se encargan de recibir y procesar basuras en la periferia de Doral.
- La planta de recolección de Medley –Vertedero- que no está ubicada dentro de Doral sino en la ciudad de Medley y es una de las 3 plantas que prestan servicio a casi 2 mil millas cuadradas y 2.6 millones de residentes del condado Miami-Dade.
- La planta incineradora y recicladora de basuras COVANTA que sí está en jurisdicción de Doral y que procesa 1.2 millones de toneladas de desechos al año. Esta planta se encarga principalmente de reducir la basura sólida que de otra manera iría a los depósitos. El condado Miami-Dade designó las instalaciones de COVANTA como “Área Importante para el Condado”. Esto significa que la ciudad de Doral no tiene autoridad legal para pasar una ordenanza prohibiendo las operaciones de COVANTA.
- Las emisiones de la planta son monitoreadas por el Departamento de Protección Ambiental de Florida y el Departamento de Manejo de Recursos Ambientales de Miami Dade. Tanto la planta como el basurero llevan más de 35 años funcionando.
- La ciudad obliga a que los constructores que vendan casas a menos de ½ milla de la planta de reciclaje adviertan a los compradores con una Notificación de “Proximidad de Planta Procesadora de Basura”, es decir que les adviertan que aunque van a tener casa nueva y posiblemente van a pagar más de un millón de dólares por la lujosa residencia, algo va a oler mal.
LAS ACCIONES DEL GOBIERNO LOCAL PARA SOLUCIONAR EL PROBLEMA
En realidad las acciones gubernamentales no solo han sido pocas sino ineficientes, no han producido ningún resultado. Cada vez que se acercan los meses de elecciones el tema se convierte en un caballito de batalla tanto para la administración como para el concejo doraluno.
Doral First Magazine está informado de reuniones realizadas en 2017, creación de juntas asesoras, reuniones públicas y llamados a la comunidad en 2018 y 2019 pero sin ningún resultado.
Por ser un problema que compete al Distrito 12 e involucra a 2 de sus ciudades, consultamos a la candidata a la comisión por ese distrito Sophia Lacayo quien se ha preocupado por los temas que afectan la calidad de vida de los residentes y ha urgido a las autoridades para que encuentren una salida rápida y efectiva a este problema.
“La salud pública no es un asunto político, tampoco un tema de campaña ni algo que se deba usar para ganar simpatizantes. La salud pública es un derecho, como la educación y la seguridad y los gobiernos deben estar preparados para asumir su responsabilidad frente a los ciudadanos” dijo la candidata.
“Es un problema crónico que afecta la vida no solo de habitantes de Doral, sino de Medley también… el condado y las ciudades afectadas deben encontrar un camino rápido y seguro para solucionar un problema tan delicado” afirmó Lacayo.
En la tarde se conocerá la decisión del condado y a menos que ocurra algo extraordinario, el contrato será renovado y los malos olores seguirán invadiendo las calles de Doral, mientras las autoridades de la ciudad seguirán prometiendo solucionar el problema.
“Este es un caso en el que están involucrados elementos de salud, leyes condales, leyes de las ciudades y leyes estatales, por lo tanto requiere de una solución integral que de viabilidad a la reubicación de las dos plantas de manera rápida y efectiva” concluyó Lacayo.
