Están de moda los políticos en Doral. La razón es muy sencilla, vienen las elecciones. Concejo y alcalde incluido – un paquete grande – Hay algunos nuevos que quieren llegar a las elegantes oficinas de la alcaldía, otros no tan nuevos que ya estuvieron allí, les quedó gustando y quieren volver, y otros que sencillamente no se quieren ir. Es el caso del señor Pete Cabrera, concejal y fundador de Doral quien conoce esta ciudad y sus problemas muy bien.
Antes de que usted como votante tome la decisión para la alcaldía entre PETE, FRAGA y MARIACA, es muy importante que esté bien informado sobre lo que han hecho los candidatos por la ciudad, cuánto la conocen y si ya han estado en la administración, les formulen preguntas para que ustedes se formen su propia opinión y la expresen en las urnas sin permitir que sea la opinión o la sugerencia de un medio, de un periodista con agenda o de una publicación carcomida por la publicidad oficial.
En los primeros meses de 2021 la ciudad de Doral se enfrentaba al momento más difícil de su reciente historia. Los residentes estaban perdiendo sus trabajos, sus casas y negocios a causa de la pandemia del COVID-19 y se necesitaba la inmediata acción del gobierno local para sobrellevar el momento. Inesperadamente el alcalde Juan Carlos Bermúdez anunció que la ciudad no aportaría ninguna ayuda económica a negocios y residentes a pesar de contar con reservas que – en ese momento- superaban los 60 millones de dólares y que estaría administrando los recursos federales asignados desde Washington a través del condado de Miami-Dade.
En esos días, el 10 de Febrero de 2021 la Ordenanza 2021-02,- Sobre Pensiones- fue aprobada y posteriormente adoptada tras una segunda revisión con un contenido difícil de creer porque en momentos de crisis los oficiales electos de la ciudad se preocupaban por sus pensiones y por cómo beneficiar incluso a ex empleados que ya no trabajan en Doral en vez de centrarse en las soluciones que requeria y aun requiere la ciudad. En esos días “PETE” era el Vice Alcalde y se convirtió en el promotor de la iniciativa para reglamentar las pensiones de oficiales electos, contando con el apoyo del alcalde y 3 concejales.
Pero, siempre nos han dicho que: “HAY QUE LEER PARA ENTENDER” asi que leamos la propuesta-ordenanza

Página 3 de 8
- Cualquier funcionario electo que haya servido dos términos completos por un periodo de ocho años y que haya alcanzado la edad de retiro y no trabaje para la ciudad de Doral y aplique para obtener beneficios debe ser titular durante el resto de su vida natural al beneficio de pensión igual al (50%) de la compensación que corresponda a un oficial electo. La compensación del oficial electo debe ser igual al promedio de los ingresos recibidos durante los tres últimos años de servicio. Un incremento de 12.5% deberá hacerse por cada año adicional de servicio hasta el máximo de 100% de la compensación más alta
- Un oficial electo que no trabaje para la ciudad de Doral pero que haya servido por ocho años y haya alcanzado la edad de retiro debe tener derecho durante el resto de su vida natural a un crédito para su seguro de salud equivalente a un pago por la ciudad que totalice 50% del costo de los beneficios de salud para el oficial y los miembros de su familia inmediata bajo los planes ofrecidos a los empleados. Tras el fallecimiento del beneficiario los pagos deben continuar para la familia durante 10 años adicionales. Se realizaràn incrementos de 12.5% por cada año adicional.
CUÀL ES LA EDAD DE RETIRO Y LOS INGRESOS DE NUESTROS EMPLEADOS OFICIALES?
Inicialmente la ordenanza presentada por el vice-alcalde PETE decía que aquellos que lleguen a la edad de retiro de 55 años y no trabajen más para la ciudad, deben recibir una pensión igual al 50% de la de un empleado oficial y 50% para su seguro de salud para su familia.
- PREGUTALE A PETE: No te parece un abuso pretender que una persona que sólo ha trabajado 8 años para la ciudad, tenga una edad de jubilación a los 55 y así no trabaje más, reciba una pensión vitalicia?
La concejala Claudia Mariaca – recuerden, también candidata a la alcaldía – fue la única que votó en contra de la medida y mostró su oposición a la edad de 55 años propuesta en la ordenanza. *Finalmente se logró un acuerdo con la concejal Digna Cabral para aumentar la edad a 60 pero aun así, Mariaca dijo no estar de acuerdo con el incremento de 12.5% que establece que cada empleado oficial con 12 años de servicio recibirá una compensación del 100% de su sueldo anual.
La actual ordenanza no estableció la edad de retiro.
“Está basada en la máxima suma de 3 años de servicio. Yo sugiero que sea el promedio de los últimos tres años de servicio debido a que, de la manera que está escrita ahora” dijo, “si alguien trabaja 12 años como miembro del concejo y uno de los tres últimos años es alcalde, sería compensado en ese último año como alcalde, creo que debemos ser justos financieramente”. Concluyó Mariaca.
No hay duda que trabajar en Doral como funcionario electo o empleado regular es muy atractivo. De acuerdo con la página oficial https://govsalaries.com/salaries/FL/city-of-doral?year=2020 el número de empleados de Doral en 2020 era 422. Hay que aclarar que son muy pocos los electos, pero el promedio anual de salario era $63,071 y el salario medio era $61,770. Los salarios en Doral son 35% más altos que el promedio en Estados Unidos y el salario medio de Doral es 42% más alto que en todo el país.
El alcalde de la ciudad ganaba $72,052 al año en enero de 2020 cuando la Comisión de Ética y Confianza Publica de Miami-Dade hizo un estudio sobre los pagos municipales en el condado. Los concejales recibieron en 2020 $17,284 sin incluir $30,000 más para gastos sobre los cuales no deben rendir cuentas y $15,000 para viajes, para un total de $62,284.
En comparación los concejales de Miami-Dade ganaron una suma exacta de $6,000 al año desde 1950. En Cuttler Bay, con una población de 45,000 personas, el alcalde en 2017 ganaba $15,375 y los miembros del concejo $7,688 cada uno.
Para el entonces Vice-alcalde, PETE, esta comunidad ha sido bendecida al tener el actual concejo y los anteriores y aprobar esta ordenanza es un alivio para los funcionarios electos.
“El precio y el costo que hemos pagado en cada fase de nuestras vidas, financieramente, en tiempo familiar, presión, demandas y situaciones políticas y emocionales ha sido increíble y lo he hecho con gran honor y orgullo. Afirmó en entrevista tras la presentación de la propuesta. “Puedo mostrar mis declaraciones de impuestos antes de meterme en esto y puedo mostrar que ha sido costoso para mí; ha sido devastador y me ha costado mucho tiempo recuperarme y cada vez que hay una campaña hay otro golpe. Mis ingresos caen 70 a 80 por ciento”. Agrega el funcionario.
“En realidad, el pensamiento que me vino es que la comunidad ha sido bendecida al tener este concejo y los anteriores también, porque siempre ponen los intereses de la ciudad, de los empleados y todo el equipo al final” agregó Cabrera.
- PREGÙNTALE A PETE: De dónde va a salir el dinero para el Fondo de Pensiones?
- PREGÙNTALE A PETE: El superávit de la ciudad no se pudo tocar para ayudar a los comerciantes y residentes de la ciudad durante la pandemia, pero si para pensiones y para los sobrecostos de los suntuosos parques?
- PREGÙNTALE A PETE: Quiénes serán los bendecidos de tu equipo de trabajo si llegas a la alcaldía?
- ÙLTIMA PREGUNTA DE ESTA TANDA PARA PETE: Si te quedas con la alcaldía acumularías casi 20 años de servicio, o sea, te llevas el “premio gordo” “jackpot” de 100%. Piensas cumplir el periodo al que te comprometes con los electores? O te vas a tirar del “Titanic” a medio viaje como está haciendo JC?
LAS ARANDELAS DE LA ORDENANZA: Más dinero para poner a funcionar el sistema de pensiones.
Para ejecutar esta ordenanza y hacer que los beneficios estén disponibles, la propuesta incluyó la creación de un Fondo de Retiro y un Comité Administrativo.
Sec. 3-101. – Fondo de Retiro.
La ciudad debe establecer un Fondo de Retiro para que pague los beneficios conforme al sistema de retiro. El fondo debe cumplir con todas las normas creadas para los beneficiarios y velar por que los recursos sean destinados al fin para el que fueron asignados. Ninguna persona debe tener intereses financieros en el fondo o intereses que vayan más allá de lo expresamente determinado por el sistema de retiro.
Cada miembro o cualquier otra persona que deba reclamar el derecho a cualquier pago bajo el sistema de retiro, debe buscar tal fin únicamente en el Fondo. El alcalde, los miembros del concejo, el comité administrativo y/o la ciudad no son responsables por el pago de beneficios de parte del fondo.

Sec. 4-101. – Comitè Administrativo.
- Administración del Sistema de retiro, el poder exclusivo de interpretar y la responsabilidad de surtir sus provisiones corresponde al comité administrativo.
- Membresía. El comité administrativo debe estar integrado por tres miembros así:
- Abogado de la ciudad asignado
- Director del Departamento de Finanzas o designado y
- Un residente de la ciudad nombrado por el alcalde y aprobado por el concejo de la ciudad.
La propuesta de PETE fue secundada por la concejal Cabral y tras la votación los resultados fueron los siguientes:
