Miami, (Abril 11, 2022) Redacción Doral First Magazine. Juan Pablo Rivera es un residente de Hialeah Gardens empleado en una tienda de ropa a menos de 7 millas de su casa. Desde hace un año su vida cambió cuando iba a su lugar de trabajo.
“Iba a trabajar y de pronto un State Trooper me puso las luces, me hizo parar y me explicó que mi licencia estaba suspendida por no pagar multas de mal estacionamiento. Me hizo bajar del auto y me puso las esposas… allí comenzó mi pesadilla… estuve en un centro de detención por 26 horas y me enteré que por no haber pagado las multas el sistema me suspendió la licencia… nunca recibí una comunicación una advertencia y estuve manejando por más de 6 meses con mi licencia suspendida”.
Como Juan Pablo, más de 30 mil personas viven una situación dramática día tras día para ir a sus trabajos, para llevar sus hijos a la escuela, para ir al médico o al supermercado, con miedo a conducir porque en cualquier momento pueden ser detenidos por la policía. Con las licencias suspendidas estos residentes han visto caer la economía de sus hogares y sus familias empobrecen cada vez más.
Por esta razón la Comisión de Miami-Dade está a punto de activar todo un sistema de ayuda que va desde planes de pago y validaciones temporales hasta eliminación de las multas para casos menores.
Para la candidata a la comisión por el Distrito 12, Sophia Lacayo, permitir que estas personas que no han cometido delitos graves y que por razones económicas no pueden pagar los altos costos de corte y las multas recuperen sus licencias, es un acto humanitario que debe ser respaldado por todos.
“Tenemos que ayudar a nuestros residentes a regresar a sus trabajos, a conseguir el dinero para alimentar a sus familias y tratar de recuperar la economía”, afirma Lacayo.
De acuerdo con la propuesta presentada por la comisionada Eileen Higgins , muchos de estos casos ocurrieron debido a que miles de personas perdieron sus ingresos debido a la pandemia del COVID-19.
“No es que la gente no quiera pagar las multas, es que miles perdieron sus trabajos por la pandemia y la economía aún no se recupera, es una medida humanitaria, no solo para nuestro distrito 12 sino para todo el condado” concluyó Lacayo.
NO TODO ES POSITIVO
Aunque la intención de los proponentes es muy buena, la lentitud burocrática entorpece la puesta en práctica de esta “solución”. El 25 de Mayo de 2021 la comisionada Higgins, se reunió por primera vez con el Juez Steve Leifman y miembros del grupo conocido como “Driver’s Licence Suspension Task Force” (Fuerza de trabajo para licencias suspendidas) para analizar la forma de reactivar estos documentos y a la vez buscar soluciones a la forma de cobrar los $320,500.000 que el condado espera recibir por concepto de multas y costos de corte.
Si…. Son trescientos veinte millones quinientos mil dólares que las arcas del condado saborean y quieren tener en su poder y que se han convertido en el punto de discordia entre los burócratas.
“La idea de que tenemos un sistema que castiga a las personas, simplemente porque son pobres, es realmente un problema” dijo la comisionada Higgins. “Nuestro papel como funcionarios del gobierno es asegurarnos que la gente salga de la pobreza, que puedan trabajar y no tenerlos atrapados en un ciclo del cual no pueden salir” agregó.
QUIÈNES INTEGRAN ESTE EQUIPO?
Afortunadamente entre el equipo técnico-legislativo, también hay un juez que conoce esta grave situación, se trata del honorable Steve Leifman, presidente del grupo y miembro activo del Distrito 11 del Sistema de Cortes que rige el condado de Miami-Dade.
También integran ese grupo el Defensor Público de Miami-Dade, Carlos Martínez; la ex – comisionada Barbara J. Jordan y la asistente de la Fiscalía de Florida, Elvia Marcus.
David de la Espriella representa la asociación de Jefes de Policía; Sandra Bazile es la Asistente de Dirección de la División de Tráfico e infracciones leves y algunos representantes de empresas tecnológicas que actuarían para implementar el proceso de recuperación de licencias.
El equipo realizarà la inspección de todos los casos de licencias suspendidas en Miami-Dade para identificar las políticas necesarias para reactivar los documentos. Aunque muchas de las tareas que realizará este grupo de personas son de carácter estatal, hay muchas reformas que se pueden implementar localmente, como mejoramiento de comunicaciones, planes para reactivar licencias, planes de pago, audiencias digitales y mas. En Miami-Dade solo el 11% de las multas y gastos administrativos son colectados dentro de los primeros 15 meses después de haber sido emitida la multa.
